Certification and Declaration of Personal Protective Equipment (PPE) and clothes

For production, import, export and distribution of personal protective equipment (PPE) in the territory of the Russian Federation and other EACU countries, on the basis of the technical regulations of the EA Customs Union “On Safety of Personal Protective Equipment” (ТР ТС 019/2011), this equipment shall be certified or declared.

We will execute certification, declaration of conformity for the PPE produced both produced in the EACU countries and abroad. We will carry out the work for a reasonable remuneration, in the optimum time; we will also provide a flexible system of payments

PPE Certificate of Declaration? 

The personal protective equipment of complex construction, protecting against death or from hazards that can cause irreversible harm to the health of the user (Class 2) shall be certified.

The personal protective equipment of simple construction, used in conditions with minimal risk of harm to the user (Class 1) shall be declared.

PPE Certification Procedure

The PPE certification is carried out by the accredited certification body included in the Unified Register of Certification Bodies and Testing Laboratories (Centers) of the Eurasian Customs Union.

The PPE of Class 2 shall be certified. It is not easy to establish that a PPE belongs to 1 or 2 hazard classes; therefore, our experts will help to clarify this issue.

The procedure for certification of the personal protective equipment includes the following stages:

1. Sampling of the PPE;

2. Determination of the PPE hazard class;

3. Testing;

4. Production analysis;

5. Receipt of the certificate of conformity.

When certifying, the applicant submits to the certification body an application, as well as a set of documents (in Russian and language (s) of the member (s) of the EA Customs Union (if necessary).

The certification body of the personal protective equipment examines the application submitted by the applicant and a set of documents; the decision is made within a period not exceeding 5 working days from the date of receipt of the application.

The accredited testing laboratory (center) conducts testing and measuring samples of the personal protective equipment, draws up the testing and measurement reports and submits it to the certification body of the personal protective equipment.

The duration of the test depends on the type of the personal protective equipment and may take 1-2 months in the accredited laboratory.

Validity of the certificate of conformity:

• 3С and 4С – no more than 1 year;

• 5С and 6С – 3 years;

• 1C – 5 years.

As part of the certification, an inspection control is provided once a year. As part of the inspection control, tests are required

PPE Declaration Procedure

Declaration of conformity of personal protective equipment is conducted by accepting a declaration of conformity on the basis of evidence from the applying organization of the third party, an accredited testing laboratory (center) included in the Unified Register of Certification Bodies and Test Laboratories (Centers) of the Eurasian Customs Union, in accordance with standard procedures approved in the prescribed manner.

The standard declaring procedures approved by the Commission of the EACU shall be applied to the following types of products:

• for mass manufactured simple PPE for declaring compliance without participation of the third party, the 1D procedure is applied;

• for batches and individual samples of the simple PPE for declaring compliance without participation of the third party, the 2D procedure is applied;

• for mass manufactured simple PPE for declaring compliance with participation of the third party, the 3D procedure is applied;

• for batches and individual samples of the simple PPE for declaring compliance with participation of the third party, the 4D procedure is applied;

When declaring, the applicant independently forms evidentiary materials that shall contain certain information 

The EACU Declaration of Conformity is uniformed and approved by the Decision of the Commission of the EA Customs Union. The declaration of conformity is subject to registration in accordance with the procedure established by the Commission of the EA Customs Union.

The validity of the EACU declaration for the mass-produced personal protective equipment is 5 years; for batches and single samples of the personal protective equipment – until the sale (or expiration date) of the declared sample or the last product from the declared batch, but not more than 1 year.

The following types of the PPE cannot be certified or declared:

The following types of the PPE are not covered by the regulations:

1. PPE intended for fire brigades;

2. PPE intended for use in aviation, space technology, as well as for navy and submarine fleets;

3. Medical PPE;

4. Sports PPE;

5. Samples and exhibits of exhibitions and fairs
