Registration Certification Terms 


The terms for obtaining the Rosselkhoznadzor registration certificate for the animal feed additives are from 6-9 months.

This period includes the testing, in the case when the testing laboratory does not have any additional questions to the product (scope, composition).

The registration certificate is valid indefinitely.

General Information 


The registration certificate for the animal feed additives is issued by the Federal Veterinary And Phytosanitary Service for Supervision of the Russian Federation (Rosselkhoznadzor) on the basis of the opinion of the Federal State Institution the All-Russian State Center for Quality and Standartization of Animal Medicines and Feeds.

The registration certificate is valid indefinitely.

The state duty for the registration certificate is 10,000 rubles ($158.40).

Order No. 48 of the Ministry of Agriculture and Medical Supervision d/d April 1, 2005 “On Approval of the Rules for the State Registration of Animal Medicines and Feed Additives” establishes the following list of products that are subject to the state registration:


 1 original additives
 2 new combinations of previously registered additives   
 3 additives previously registered but produced in other forms, or with a new dosage, or with a different composition   
 4 reproduced additives 



Declaration of GOST R Conformity Voluntary Certification Productive and Non-Productive Animals.   


Decree N 982 of the Government of the Russian Federation d/d December 1, 2009 establishes the procedure of mandatory certification in the form of the GOST R declaration or certification in the form of a voluntary declaration.

The mandatory certification of feed in the form of the GOST R declaration is required for feeds for productive animals. A productive or a farm animal is an animal that produces certain products.

The voluntary certification is provided for the non-productive animal feeds. A non-productive animal is an animal that is not intended for producing; these are service and decorative animals or pets. 

The types of feed obliged for the mandatory GOST R declaration are the following:

  1. veterinary fat and feed based on fish and seafood;

  2. fodder yeast and mixed fodder; premixes and veterinary vitamins;

  3. milling industry wastes for livestock feeding;

  4. mixed fodder specialized for certain types of productive animals;

  5. feed based on raw materials of animal origin (including meat, cereal and canned meat for dogs and cats, with the exception of products with meat protein or fat substitute).

In order to obtain the Declaration of GOST R Conformity, the feed additives shall be entered in the GALEN Registry.

The declaration is valid for the following terms:

  • Domestic products – 3 years

  • Foreign products – 1 or 2 years

The voluntary certificate is applied for the feed intended primarily for pets. 


Documents for Animal Feed Additive Registration 

  1. An application;

  2. Legal address of the manufacturer's organization (+ bank details);

  3. Names of the feed additive, including the international non-proprietary name, the scientific name in Latin, the main synonyms;

  4. Original name of the feed additive, if it is registered as a trademark in accordance with the laws of the Russian Federation "On Trademarks, Service Marks and Names of Places of Origin";

  5. Composition of the feed additive, the quantity of components (indicating the quantitative content of the components that compose the feed additive, guaranteed analytical composition including the ranges of active substances; the number of viable cells expressed in CFU / g is determined for microorganisms; for enzymes, the number of units of activity is presented);

  6. An instruction for use of the feed additive (a draft instruction for use of the feed additive are posted here);

  7. Quality Certificate of feed additive (analysis certificate, quality pass);

  8. Data on the production of the feed additive

  9. Methods of quality control of the feed additive (a regulatory document for domestic producers: technical conditions or organization standard);

  10. Preclinical Testing Results of the feed additive –1 copy;

  11. Pharmacological and Toxicological Testing Results of the feed additive;

  12. Preclinical Testing Results of the feed additive;

  13. Quotation of the feed additive;

  14. Documents confirming the registration of the feed additive, if it is registered outside the Russian Federation;

  15. Powers of Attorney;

  16. List of submitted documents.

Documents for the GOST R Mandatory Declaration:

  1. Registration documents: the charter, lists of records of state registration and registration of a legal entity or sole proprietor in the tax authority (or relevant certificates, extract from the Unified State Register of Legal Entities or Sole Proprietors), a registration card (details) of the enterprise;
  2. Description of animal feed (scope, composition, trade name, etc.);
  3. The contract for the supply of imported feed;
  4. Documents confirming the safety of the product and the compliance of its characteristics with the requirements of the corresponding GOST R.

NOTE: a complete list of documents may be more extensive depending on the type of product.

Documents for the Voluntary Declaration:

  1. Technical conditions or standards of the enterprise;
  2. A manufacturer / applicant's registration documents: the charter, lists of records of state registration and registration of a legal entity or sole proprietor in the tax authority (or relevant certificates, extract from the Unified State Register of Legal Entities or Sole Proprietors), a registration card (details) of the enterprise;
  3. Description of the product (scope, composition, trade name, etc.);
  4. Sampling Certificate for the testing;
  5. Documents confirming the safety of feed received by the applicant;
  6. Supply contract (for foreign products).
