Packaging Certification and Declaration

Certification of packaging is a mandatory procedure, carried out as a declaration of conformity in accordance with the requirements of the Packaging Safety Technical Regulations of the Eurasian Customs Union (005/2011).

We will perform the declaration of conformity of packaging. We will carry out the work for a reasonable remuneration, in the optimum time; we will also provide a flexible system of payments.   

Packaging Declaration Stages and Terms  

The packaging declaration procedure consists of two stages:


Stage 1    Sample testing;

Stage 2          Declaration of conformity of the Packaging Safety Technical Regulations of the Eurasian Customs Union.


After testing, a sampling certificate is drawn up for further issuing the declaration of conformity.

The tests take 5-10 days. The registration takes 5-7 days.

The declaration may be issued for a period of 1 to 5 years. All the registered declarations are depicted in the electronic register on the website of the Federal Service for Accreditation of the Russian Federation

GOST R Voluntary Certification of Packaging


If a manufacturer additionally needs to issue a certificate of conformity, voluntary certification of packaging in the GOST R system can be conducted. That is, you can issue a voluntary certificate of conformity together with the declaration.

The certificate is issued for a period of 3 years, since the maximum validity period of the executed documents in the GOST R system is only 3 years..



Types of Packaging


 №          The declaration of conformity is required for the following types of packaging:
     1 Metal packaging (aluminum foil, cans, barrels, flasks, kegs, jerrycans, tubes, cylinders, drums), except for used for food, as well as perfume and cosmetic, industrial, and household goods.
     2 Polymer packaging (envelopes, films, boxes, barrels, drums for food, agricultural, perfume and cosmetic, industrial, household products, including light industry products). Jerrycans, flasks, jars, tubes, bottles, bags, containers, trays, boxes, cups, cases, except for used ones.
     3 Paper and cardboard packaging (boxes, packs, cans, bags, trays, including packaging made of parchment, imitation greaseproof and glassine, greaseproof paper, wrapping paper, automatic packaging paper).
     4 Glass packaging (bottles, jars, flasks, ampoules, cylinders) for food, perfume and cosmetic products, household chemicals, paints and varnishes.
     5 Combined packaging (confectionery boxes, packs, bags, bottles, jars, packing and label materials, containers, trays, tubes, cups, boxes) for food, perfume and cosmetic, industrial and household products.
     6 Wooden packaging (boxes, barrels, drums, tubs), except for used ones for food and agricultural products
     7 Textile packaging (bags, packs, containers), except for used ones for food and non-food products.
     8 Ceramic packaging (bottles, jars, barrels) for food, perfume and cosmetic products.
     9 Metal closures (stoppers, caps including crown caps, screw caps and pouring caps), crown caps, cutting caps, muselet, staples) for sealing food, perfume and cosmetic products.
     10 Metal closures (stoppers, caps including crown caps, screw caps and pouring caps), crown caps, cutting caps, muselet, staples) for sealing food, perfume and cosmetic products.
     11 Polymer closures (plugs, caps, lids, dosing feeders, dispensers, gaskets, valves)  for sealing food, perfume and cosmetic products, household chemicals and paints.
     12 Combined closures (caps, lids, gaskets) for sealing food, perfume and cosmetic products.
 13 Cardboard closures (lids, cutting caps, gaskets) for sealing food products.


Cardboard closures (lids, cutting caps, gaskets) for sealing food products:

 Product Description (image and name of material)

  1. For a batch release:

  2. registration documents (tax, state registration certificates and statistics codes);

  3. a supply contract / agreement or foreign manufacturing contract to perform the function of a foreign manufacturer (in this case, the quantity s not specified);

  4. an invoice;

  5. a quality certificate from the manufacturer (if available)


The documents provided by a manufacturer:

  1. registration documents (tax, state registration certificates and statistics codes);

  2. a lease contract of a production site;

  3. quality certificates for raw materials;

  4. production regulations (industry standards, technical specifications, GOST)
