Documents Required for PPE Certification

Declaration of conformity of personal protective equipment is conducted by accepting a declaration of conformity on the basis of evidence from the applying organization of the third party, an accredited testing laboratory (center) included in the Unified Register of Certification Bodies and Test Laboratories (Centers) of the Eurasian Customs Union, in accordance with standard procedures approved in the prescribed manner.


The standard declaring procedures approved by the Commission of the EACU shall be applied to the following types of products:


When declaring compliance, the applicant independently forms evidentiary materials, which shall contain as follows:


1) copies of the applicant’s registration documents, including: 


2) name, technical conditions, description of the personal protective equipment, operational documents;

3) a list of interstate, national (state) standards of the EACU members, applied in full or in part, 

4) testing and measurement reports for compliance with samples of the personal protective equipment obtained with the participation of an accredited testing laboratory (center), if they are required in accordance with the declaring procedure.

 The manufacturer (the person authorized by the manufacturer) provides conditions for the production control (for 1D and 3D procedures). In order to monitor the compliance of the personal protective equipment, the applicant conducts tests on samples of the personal protective equipment in the testing laboratory (center) (for the 3D and 4D procedures).


The applicant may also use the following additional evidentiary materials:


1) testing reports of samples of the personal protective equipment for compliance with the requirements of national, interstate and international standards, standards of organizations, technical conditions;

2) certificate (s) of the voluntary certification for compliance with the requirements of national, international and interstate standards, standards of organizations, sets of rules and systems of voluntary certification (including product quality), as well as the terms of contracts.

The EACU Declaration of Conformity is uniformed and approved by the Decision of the Commission of the EA Customs Union. The declaration of conformity is subject to registration in accordance with the procedure established by the Commission of the EA Customs Union.

 

The validity of the EACU declaration for the mass-produced personal protective equipment is 5 years; for batches and single samples of the personal protective equipment – until the sale (or expiration date) of the declared sample or the last product from the declared batch, but not more than 1 year.

 

Mandatory certification of the personal protective equipment is carried out in accordance with the Typical Certification Procedures, approved by the Decision of the Commission of the EA Customs Union:
